Semper Security UK Ltd Guide to Martyn’s Law

Martyn’s Law, officially known as the Terrorism (Protection of Premises) Bill, is a forthcoming I-JK law aimed at increasing public safety in venues where large groups of people gather. The law is named after Martyn Hett, one of the victims of the 2017 Manchester Arena attack. Its purpose is to ensure that businesses and organisations are better prepared to respond to the threat of terrorism through risk assessments, staff training, and security planning.

Martyn’s Law will apply to a wide range of public venues across the UK, including.
• Shopping centres and retail spaces
• Pubs, clubs, and bars
• Concert halls, cinemas, and theatres
• Sports venues and stadiums
• Event spaces and festivals
• Educational institutions
• Religious venues


The law introduces two tiers based on venue capacity:

  1. Standard Tier (100 – 799 capacity):
    Undertake terrorism awareness training Prepare an emergency action plan
  2. Enhanced Tier (800+ capacity):
    Conduct risk assessments
    Implement targeted security measures
    Develop and regularly review emergency plans
    Appoint a designated security lead
